Lt. Michael Bobrick is currently an Assistant Counsel for Environmental Compliance for the U.S. Navy. Prior, Bobrick was commissioned as a Second Lieutenant through Penn's Army ROTC program. He served 20 years as a Judge Advocate officer, retiring as a Major in November of 2003 following an assignment as the Chief of Environmental Law with the US Army Training & Doctrine Command, Ft. Monroe, VA.
Captain Frank Kenlon ’74,United States Navy Reserve (Retired)
February 1985 to March 2010
Kenlon was a Naval Intelligence Officer. He retired at the rank of Captain (O-6, the equivalent of a Colonel in Army, Marines, or Air Force).
“I was mobilized for six months during Operation Desert Shield/Desert Storm and served at Indian Head, Maryland during the shooting war. I also deployed to Bahrain, Kuwait, and southern Iraq with Navy Explosive Ordnance Disposal (EOD) personnel for two months immediately after the war ended to collect Iraqi ordinance and ship it back to the U.S. for evaluation.
The rest of my career in Navy Reserves was generally spent in Navy and DoD intelligence reserve units with an occasional overseas two week training assignment.”

Vietnam War veteran who served as in-country advisor
The late Eliot F. Tozer ’64, United States Navy
Lieutenant Commander Eliot Tozer played football at Penn and was in the Navy ROTC. Following graduation, he went on active duty as a Navy pilot during the Vietnam War. On August 28, 1980, during peacetime, the Navy plane he was piloting crashed off the coast of California. Tozer, age 35 at the time, died in the non-hostile accident. We are thankful for his service.
